As you say, knowledge tiles are the key to the game. A key aspect of knowledge tiles is their synergy. The ability to grab a knowledge tile at the top of a round from anywhere on the board regardless of what you roll or how many workers you have is GIGANTIC. Also, the ability to use workers instead of silverlings makes this card the ultimate flexibility get.

It doesn’t get you any additional action efficiency, and you’re almost always going to be fine with what’s offered with the black tiles. So you’re looking at probably 0-2 actions in the game where you get a tile a bit better than you would have gotten otherwise. Simply not as powerful as some of the other knowledge tiles.

1. Taking two workers for a dice is a horrible action that should only be used when absolutely necessary, usually once or twice during a game.

2. CoB is a highly tactical and opportunistic game. Do not bind yourself to a specific strategy early, instead try to keep all possibilities open. Also try to have something decent to do whatever you roll, it is not a great situation to be dependent on specific dice rolls. Part of this is having some workers to mitigate bad rolls, but since the two workers for a dice is awful, try to get workers by placing the building that gets you four workers.
